Webhook diagnostics
Check whether the webhook matches the handlers you deployed, inspect pending updates and the last delivery error, then sync it in one command.
Adding or removing a handler changes which update types the bot should receive. `tgcloud webhook` reports the current state, the allowed updates, pending deliveries and the last error; `tgcloud webhook sync` re-points the webhook and rebuilds the list.
This is the difference between a bot that is deployed and a bot that is actually receiving messages. GramCode treats webhook verification as part of the deployment story, not an afterthought.
